1000 plays is a decent sample but not if 900 of them came last year when half the Cowboys starting defense was hurt most of the year.
I am not saying he isn't a great player, he is. I agree he is an impact player. I don't think he is a top 3 DE but probably top 5.
All I know is 49ers are 4-0 against the Cowboys since 2021 and they run straight at Parsons every time. They are averaging 28.5 points in those games. Not bad against the "best" defense.

I don't watch football much. What are the factors that make someone good at pass defense but not run defense?

Pass rush skill usually comes from explosiveness (quick first step), bend (flexibility to lower shoulders and turn tight corners to get around tackles) and pass rush techniques (different moves they deploy to try and fool offensive lineman).
Run defense skill is typically about strength, leverage and gap integrity (clogging up rushing lanes for running backs). Also good run defenders are excellent tacklers and have the ability to take down a running back with forward momentum without allowing him to escape or fall forward for extra yards.
Parsons is fast, explosive and has amazing bend which is why he is an elite pass rusher. I think he is strong and smart enough to be a good run defender but he just doesn’t seem that committed to it. Guys get paid for sacks and QB hits.

I could see arguments for him being out of top 3 considering all around game though. If you need a sack #2 feels right

I would have him 2 as well if you only account for pass rush.
