To be precise, Bitcoin Core 30.0 is lowering the minRelayTxFee and incrementalRelayFee by a factor ten to 0.1 s/vB.

I did not know that there was such as thing as incrementalRelayFee and so I had to look it up and of course I found an excellent explanation on Stack Exchange.
