Military buildings are only relevant if they are built for defense purposes (I think so)...the US military base is quite large and significant (both in terms of construction and human resources). As for financing veterans... their past service to their country should be recognized (both financially and with awards), but we should not go to extremes. I think one average point would be enough as a monthly allowance.
