That statement implies that you need to be on one side or the other (and sometimes both) of every single market. Otherwise, you might get out and move on to a more promising market.
You're right, I was mostly joking, but (perhaps unfortunately) also observing: much of the degen trading I witness is higher-than-needed volume.
