Probably, but IP controls are bullshit hand wavy compliance gotchas. I don't think they are typically large fees but they are trending higher and higher. For instance, Bitgo was hit with them a few years ago and only paid $100k.

Edit: and you can't discount the behind close doors handshakes made either
