Beyond that, Lonnie hides his extra access cert from Luthen, because he expects Luthen would have pressured him to use it in a way that would trip alarms. The interplay of risk management by the spy and the handler is exceptionally well-written.
But the piece notes that this happens even for someone like Dedra, unquestionably loyal to the Empire, but hiding her actions because she thinks she knows the best way to succeed and others will stop her.
