It's there to help people who have no sats/money yet, but would like to earn some. You can turn off freebies in your settings if the inconsistency bothers you.
Why can you take part in a survey or zap paying the invoice externally but not reply to a post? In this case there is only the option "reply free". That is somehow inconsistent.
