My opinion is that long term... the vast majority of Bitcoin will never or rarely move. The stuff that 'does' move will move frequently... and the fee demand to open and close lightning channels will be more than enough for the 8 billion people on Earth. That way, the fee market is strong, decentralized, and very resilient. Just opening the Lightning channels will be competitively priced... both for the miners and the users.
