Neither the count nor the size of OP_RETURN outputs is limited at the consensus level, so all nodes accept such transactions when they appear in blocks.

Currently, Bitcoin Core does not accept transactions with more than one OP_RETURN output to its mempool.

Peter Todd’s pull request proposes to allow transactions with multiple OP_RETURN outputs into the mempool.
