This could be the reason, I guess. You can’t compare UK with Poland for example. They had like one motorway some years ago, added many km in the last few years.

While the article matches this with other reasons, I personally think that it's because Britain is attempting the same approach of 'Save Nature' like the rest of Europe.

For me it's ok. I think UK already has motorways almost everywhere. Maybe it doesn't require additional roads.
