A bunch of undisclosed financial ties to the lab and committing perjury about gain-of-function research are two that come to mind. People who follow this more closely than me, likely have other ideas.

yeah, I've tried to answer this question too. No idea; I'm not a lawyer, can't expect me to cite legal scripture.
But I can say, as a matter of morality and decency, dude deserves to spend the rest of his (minor, miserable) life in prison.
