If someone strikes me in the face, I'll strike back.
If a state taxes their citizens on my goods, their citizens should strike back, because it's them who's being aggressed on, not me.
Any effects on me are an externality.
When Trump "taxes China" (or any country for that matter) he's not really taxing the other country.
He's taxing Americans who are being held hostage by government. How does this help anyone???
