The problem is that everyone’s acting in bad faith. The EU has very strict trade barriers via regulation, rather than tariff rates.
Trump is overstating how large they are, but that’s what he wants them to reduce.

I’m not sure, but they are more explicitly implemented through tariffs than in Europe.
