It is, latest versions are actually very very different from the PHP I used to write over 15 years ago. It works, many companies still use it though nobody sane would use it for a hobby project or a startup even, because there are much simpler and, sometimes, better alternatives.

But I think they were talking about PHP in some sort of flashback story in the article.
