The graph clearly says it's not only pure tariffs. There's lots of other types of trade barriers out there.

Does that include estimates for non-tariff barriers, though?
I know the tweeted rates are ludicrously high, but most countries do impose significant trade barriers.

Well they include things like VAT that is basically a sales tax on all goods not just US ones so that probably shouldn't be included. It's also not per country... They think that the trade should be 'equal'... in other words the same number of imports and exports between the US and each individual country.... "balanced."
However this doesn't include services... and how exactly is a 'poor' country going to buy as much from the US as the US (a rich country) buys?
