This isn't as dumb as it sounds. Obviously, if you don't apply tariffs on those places, people will just bypass the tariffs by setting up shell operations to import products from those loophole regions.
It's pretty interesting that none of the leaders of any of those other countries were treated as though they were destroying civilization, considering they all have higher tariffs than the US.

Heard Island and McDonald Islands for instance. Entirely uninhabited at the moment.
