No, Nepalese Government hasn't decided to allow it at all, not till now. In fact allowing Bitcoin mining or trading or using Bitcoin in Nepal without any regulatory challenge would require Nepal to remove one article from their constitution which is big hurdle before Nepal can advance to Bitcoin Mining.

Yupp. I didn't go through it till the end but I already knew it's a fake news. But tbh, at first I was shocked like how the hell did I miss what's Nepal planning about Bitcoin. I take keen interest in the Nepalese government and I'm not very far from Nepal.
