pull down to refresh

Yesterday, Sunday, I was at a dog park with my wife and our small dog. There were no other dogs, so Keko, our dog, was just lying in the sun.
After a while, a young guy arrived with a one-and-a-half-year-old beagle.
The two dogs played and ran around for quite some time. The beagle was a bit dominant and, being stronger than Keko, could easily overpower him, but Keko was faster.
As we were leaving the park, while I was putting the leash on Keko, the beagle attacked me. I think he believed Keko was his toy and that I was taking him away. To defend myself, I tried to grab the beagle by the collar, but my left index finger got trapped when the collar twisted, making it impossible to pull out. Meanwhile, the beagle bit my right wrist.
The wounds were superficial, but the scare was significant. However, the worst part of the experience was the owner's reaction—or rather, the lack of one. He just kept yelling, "He's going to bite you!"
I'm no expert in canine behavior, but from what we saw yesterday, the owner is afraid of his own dog. He didn’t dare put the leash on him; he just kept saying, "He always reacts like this.
The owner seems more dangerous than the dog. He should have had the leash on his dog before he left the dog park. Better yet, maybe that dog shouldn't be in a dog park at all.
