Yeah! There's still a lot of room to grow... Honestly, I think people are happier the fewer worries they have. In countries where just putting food on the table every day is a struggle, I imagine life must be really tough.

I mean I totally disapprove the rank given to India by WHR.
India can't be unhappier than Pakistan and many of the very poor nations.
If you're considering the lower per capita as a measure, know it that food and services are much much cheaper than the west. In India we buy 30 eggs in less than 2 dollars. At most of the places a man can eat one time food within 1 to 1.5 dollars. At most places you can find good hotels for 6 to 10 dollars. Now, the culture infused with a lot of spiritualism make people more happier and less needy and greedy. I don't very often listen from people complaining about this or that.
What else happiness mean?

No doubt, happiness is super relative, so it’s hard to measure.
