I sort of agree, but I do think there's a lot of room for a system to produce "unintended consequences" for a long period of time, simply because of collective action and information problems not being solvable and thus blocking any efforts to reform the system.
I guess it all depends on to what degree you think the supposed "fixes" to the system's "problems" are both known and implementable.
