It is literally impossible for the 'tariffs to pay for everything'. Tariffs are just taxes on Americans and Americans are broke enough as it is.

And if the tariffs 'reduce the number of imports' to 'increase manufacturing jobs' in the US... where will the taxes come from then? The taxes only get paid if people buy the imports. But if 'theyre not supposed to' and it's supposed to be 'made in the US' anyway...
