There's evidence that exceptional teachers cover more material than poor ones.
I'd think the argument would be to make the schooling more rigorous to become a teacher, not pay them less...
There's not really much evidence that college improves aptitudes either, so that might just be pushing rope to push other rope.
I'd go the other way and reduce the cost of becoming a teacher. Almost none of the required college coursework is relevant to the job and for most grades any literate adult knows enough to lead a class.
