Yes, I understand... it comes from both sides, both from those who visit the beach and from what the tide drags to the shore... whenever I visit I do what I can, I try to take my trash with me and I usually end up picking up other people's trash along the way until I leave with a half-full bag... it's almost a ritual when I visit the beach (which unfortunately for now is not so often)

Yes, it's really bad, idiots leaving their trash everywhere, but it's also garbage being washed ashore from the sea. There are initiatives to clean up the beaches from time to time though.
