You have to look into whole area particular meteorological features: wind direction, soil type, vegetation type, terrain formation, sun direction (when is having the most impact on snow).

An aerial view from a plane will give you more clues why that area is always snowy.
I have a small valley near me, between 2 high mountains, that in contrast is never snowing there. Even if some snowflakes arrive on the bottom of the valley, they melt instantly.
