An aerial view from a plane will give you more clues why that area is always snowy. I have a small valley near me, between 2 high mountains, that in contrast is never snowing there. Even if some snowflakes arrive on the bottom of the valley, they melt instantly.
I do not consider it a "hand of god" but a curiosity of the planet.
