So wtf does one need to provide recipient name beside IBAN?! I always thought apart for silly surveillance it's also in case of legal disputes (my intention was person X receives the money). Since obviously if IBAN can just be recycled it's not reliable for any practical use.

I just did a test: I transferred 2 Euros form my account at German bank A to my other account at German bank B. I did NOT use the correct recipients name: I just put an "A" in the name field, and of course, the IBAN. The transaction was executed without any error message. This is SICK. Banks SUCK.
