Video memes are not so easy to make. Especially if you want go use another moving image over an action. You need a specialized software for video editing, not just cut and paste. I use sometimes adobe premiere for advanced video memes. If is just puting a static image overlaping or just text you can use camtasia.

I've tried Canva and Clipchamp. But I feel making a meme video can be done on any normal video editor.

OpenShot is decent, a little bare bones and kinda janky compared to some of the UX of the paid video editors, though.
