The main way SV2 fixes this is by giving block template generation back to miners.
Then each miner would do his own thing, independent of which pool he works with for payment distribution.
The second step is independent of SV2, but usually follows Sv2 closely, and it's educating miners on why FPPS is going to die (already explored in #869760) and why PPLNS is the way forward.
