Just spitballing here, but what if they did throw land in and whatever else they could technically sell if they wanted to and converted Social Security obligations into claims on the SWF?

I'm also wondering if they would allow companies to contribute to the SWF in lieu of taxes, somehow: i.e. oil companies could make their tax payments in kind or in equity shares. I don't know what the point of that would be, but having that option would be strictly an improvement from the companies' perspectives.
