Over the past few centuries, there's been a big shift towards states caring more about humans. Why is this?
strong disagree with his points here. states are collected of humans seeking power. They've disarmed the population, and in order to maintain the relative peace (and productivity) must appear to care.. must appear to be nice & soft. in fact the concern of welfare is a concern for imbuing passivity in the population such that power can be maintained and enjoyed.

also, Network States are alluded to, but unexamined ways for power to become accumulated, and projected, as in war or other coordinated efforts that the balance of money/power
