Avoiding getting triggered by the focus on crypto rather than Bitcoin, and the random citation of unrelated talking points, this piece still makes a few interesting points. One has to read it with the right mindset.
But imho there are actual grassroot initiatives that allow to go straight from cash to lightning wallet circumventing the need for the big exchanges that indeed cater to the privileged rather than the unbanked, e.g pooch wallet in PH.
I have good hopes yet not naive that many of the early adopters are the privileged class from the old system.

Unrelated, what's the tips being forwarded to a specific user feature? And is there a way to know why OP did so? Is the beneficiary here the writer of the piece maybe?

The Brookings report was in an article that was posted elsewhere here on SN (see my other comment with that link). I wouldn't have known about the Brookings report if that SN user hadn't shared that article. There's sometimes value in posting both the source material (e.g., research / report) as well as posting the summary / news article. So I posted the link for the Brookings report, but with sats for upvotes get forwarded (credited) to the other user who shared the article.
