I think they could be a republic along the lines of the Massachusetts Colony and its town hall meetings. Just think, every citizen would, explicitly be heard by the whole government if they wanted to be heard. They could probably have the whole government sitting in on the meeting and every concerned citizen speaking to them. A committee of the whole!!
