surveillance tools are making it to retail.
We can only hope they do. The states already have these tools and a level playing field is the best defense. You can't stop technology but democratizing it can offer a counter balance. This is why the US 2A should be the right to use technology and not just arms. Encryption was classified as a munition so it should be protected by 2A in my book. I'm sure I'm not the only person that has thought this.

I agree with your overall sentiment but I would argue that encryption falls under the protection of both the 1st Amendment and the 4th Amendment.
