It would be a nice to have.
On a related topic: A long time ago I floated the concept of having limited amount of posting like there is limited number of transactions in each block.
And to have the posting fee on SN be market driven like for block space in BTC.
I think this would encourage SN users to post or schedule their post (your proposal) for low fee times.
Benefits:
  • I think it would cut down on spam.
  • It would give the users in other timezone more to look at on "off hours"

I suggested something like that, too, but yours is way better.
It would be a neat for territories to have now. That could make new territories actually relieve a real scarcity on the site.
