I think they are just taking tjme with the paperwork. Can you imagine the fire he would be under if he doesnt do this?
He shouldn't have gone to bed until he finished releasing everyone he planned to release.

You cant finish everything that you promise on the first day. Thats why people watch the first 100 days carefully.

I get that, but they have the paper work for things like this prepared ahead of time. It's just a matter of getting it done.
It's not like other planned reforms, which require getting people in place and communicating through department hierarchies.

Now that you say that, it seemed liked Biden pushed a bunch through on his last day. So scummy.

Some were scummy, but the vast majority were pardons for non-violent drug offenders. It was by far the best thing he's ever done in his entire life.

He just went and blanket pardoned his entire family. It was kind of scummy. Maybe I dont have that much of a reference because I didnt watch what the other presidents have done on their last day.

Aside from the 6500 good pardons that I mentioned, I think Biden's were about what you'd expect.
He and his family are particularly corrupt (or they're worse at hiding it), so the pardons were a bit more personal than normal.
