I find this very hard to believe. Either he wasn't a "very good programmer" or he didn't actually spend five years looking for a programming job. IME both of these can't be true.
I've met mediocre programmers whom it took 6 months to find a job, but never "very good" ones.
I once worked with a young engineering graduate that couldn't hold down an engineering job. He was instead living at home and took a job moving boxes around at the local department store for at least 3 years. He had an enormous hole in his engineering CV, working as an intern for a month or two here and there. Someone suggested he needed a chance at being an engineer and thus we worked together. I can say he did fine as a low level technician, but it was apparent he had no interest in the job. He spent no time improving his skills and would either skate by doing exactly what he was told, and when that was done he listened to YouTube videos about 90's video games. When given a challenge, and was given at his disposal an entire team of engineers to help him, he fumbled in the corner for weeks rather than asking for help. After 4 or 5 times of his being redirected and trying to keep him from getting stuck in potholes, we finally gave up and had to let him go. It's not that he didnt have sufficient chance to prove himself, this went on for many years. When his one task that he seemed to be able to perform went away, so did his job because he wasn't willing to grow into a new position.
Most unemployment today has little to do with lack of jobs, its lack of motivation.
