Posting a bounty for half a million sats to have an equivalent dart library as https://github.com/nbd-wtf/nostr-tools

The NIPs that need to be included are those needed for the new private encrypted DMs.

Should only be a one-day job for those confident on the cryptography side.
Do not need anything regarding relay connections as part of the library, as this is already provided by https://pub.dev/packages/dart_nostr

Feel free to create the library as your own dart package or branch off dart_nostr.

The three or four kinds necessary for DMs are all that's necessary for this bounty, but please structure the package to allow for further nips should I post more bounties in the future! And please include tests and accurate typings.
