I think Zucks personal arc can't be really understood without realizing the "turning point" for him was when he started getting involved in martial arts.

He shifted from being pro-gov to neutral to now vaguely anti-gov. I don't think its coincidence...

A person who trains in physical combat probably has the natural increase in testosterone that makes them reject the idea that they should blindly follow some faceless bureaucrats agenda.
