Maybe nation states need to go through a sh$tcoin phase before getting a better understanding.
I wonder if nation states will use LN channels or just settle on chain. I'd imagine for larger amounts it would be onchain where smaller countries might have a few LN channel's with their largest trading partners.

I agree 100%. But I think that lightning will be mostly consumer-oriented. Larger holders/institutions/countries will use on-chain but day to day payments will be predominantly Lightning.
