Personally I think Ross WILL get pardoned EVENTUALLY....but I think bureaucracy will drag it's heels for a while
And we'll get an excuse from WH saying things are in motion blah blah blah

I don't think they have reason to stall it. It's not like he's going to reopen Silk Road or something which is exactly why he should've been freed a long time ago.
