Thankfully, an essay by a bank is not a law
Italian law does not say bitcoin sellers must record or report the buyer's KYC info, unless they are selling their bitcoin as a business, or selling an amount worth thousands of dollars. Even if there was such a law, it would be unjust, and no one is bound to obey unjust laws. Misinformation like this essay is safe to ignore.
You’re being innocent. This can to be used against any citizen into Italy in the future with Euro Digital. This is only one path for total dystopia.

How? Policemen aren't tasked with enforcing compliance with essays authored by banks. Courts don't care what the bank said either. If you do a P2P trade, and the police arrest you, what will charge you with? Acting contrary to the statements made in this essay?
"Your honor, the defendant is charged with ignoring the bank's screeching."
"But what crime has he committed?"
"The bank says he's a criminal."
"Did they say what law he broke?"
"He didn't break a law, your honor. It was an essay."
"The defendant wrote an essay?"
"No, your honor, the bank wrote it. The defendant ignored it."
"My heavens, lock him in the darkest dungeon!"
^ I wait for the day when that happens!
