Is Cash App still the simplest way to onboard?

Cash App requires KYC, so ...  maybe not the best method (if you wish to protect your financial privacy) but one of the easiest.  Strike has a pretty decent UX as well.

Jack Dorsey is still the owner of that app, right?

Yes. He is the CEO of Block, (they rebranded Square to Block).
