How is this pre-mined scam even allowed to exist?
Let's not go down that road. It doesn't matter if it's a 'security' or whatever. If the people wan't to lose their money on OBVIOUS scams, let them.

I'm not advocating for SEC rules, I'm advocating against the anarcho-tyranny we have (the selective application of both very strict rules and no rules depending on the group).
If you can't force the ruling administration to live by their own rules then nothing else really matters....
