not necessarily. we decided to make anons pay 100x because applying spam fees (10x per post within 10 minutes) would be bad UX since it's a shared account.
but yes, we tell them that it's cheaper with an account:

It hasn’t always been 69. I changed that a couple months ago. Prior to that it was 50 sats. When the territory launched it was 10 and then 21.
