The United States Department of Commerce said Friday that it has awarded TSMC Arizona Corporation (TSMC Arizona) up to $6.6 billion of federal CHIPS and Science Act funding toward construction of three new semiconductor fabrication (fab) plants in Phoenix.
The estimated cost of all three plants is $65 billion, and, according to comments from President Joe Biden, the first plant is on track to open early next year.
This finalizes the April 2024 preliminary agreement reached between the Commerce Department and the chip manufacturer under the federal program.
In December 2022, when TSMC anticipated building only two Phoenix fabrication plants for an investment of $40 billion, the company said the two facilities could produce more than 600,000 wafers per year and that the project would include an onsite industrial water reclamation plant to help achieve almost zero liquid discharge
In addition, the department said that the CHIPS Program Office also will provide up to $5 billion of loans to TSMC Arizona. The CHIPS and Science Act includes a total loan authority of $75 billion.

I think this is very stupid, because they will still have to ship their chips to Taiwan for them to be finished properly. So no matter what, we havent broken away from them. We are still completely dependent on them.

It was a good idea in the beginning, because what was promised was different. But now everything has to be shipped back to make the chips work. TSMC still has a monopoly on their chips.

I’m shocked by this! So USA has zero capacity to finish chips? Why even do these projects?

They had planned to build a certain type of chip. But by the time that the plant was finished, TSMC had upgraded their chip. So they built the plant for an obsolete chip. So it turns out that Taiwan is able to keep their monopoly and their "silicone shield".
