No, one apartment or house will have one toilet that is not in the same room as the shower/bath. They are usually in side-by-side rooms. The guests use the same facilities as the people they are visiting. 
You only draw the bath once per day because the baths are usually up to your neck deep and take a lot of water to fill and gas to heat.
BTW, they also use on-demand water heating.

There is another fact: In Japan they separate the toilet from the shower and bath. Usually, there is a toilet in its own smallish space and the shower/bath in the next door space.
