This is a tough one. I kind of want to nominate some folks I really like and will likely not get otherwise nominated. But also, the people that are super generous and engage a lot should be the winners. And the builders should obviously be recognized. What to do...?

I think you're just thinking a bit deeper here. Builders are also stackers and I'm sure that they would get nominated by someone.
As this is open for everyone, you just mention your five. The 5 Stackers who gets most nominations will go through a finale where again Stackers will select one out of them. So, just share the nyms whoever you think are most deserving.
