Context: "2-cha" means "second round", i.e. the bar one visits after a meal to consume alcohol. Very common habit after company meals, dinner with friends, etc. Also has a connotation of "Netflix and chill" when you say it to a girl, depending on the context (not here, obviously). 3-cha, 4-cha,... are the next establishments one visits after 2-cha. Those also can have a sexual connotation when going to a "gentleman's club". There is a rumor that President Yoon met his wife at one such club, but there is no proof for this.
Context: people get bombarded daily with stupid warning messages about the weather (too cold, too hot, stay inside, hydrate, etc), trash bags with feces from NK, etc... but somehow this time, no messages were sent, for something arguably much more important.
