Sometimes I really struggle to get in other people's heads, but I enjoy trying.
You'd have to not know what "excessive" means, right?
Otherwise, I can't figure out how to square this circle.

I would guess most people read it as "fair" -- having, of course, no consideration about fairness or moral principles since taxation is violent extortion of another's property.
So I mean, whatevs. "too much"

Actually, you would answer "no" if you don't think taxes should be high on the rich, at all.
That's a much more optimistic interpretation.

If I had to guess, people interpret "excessive" as higher than what the typical person would consider excessive.
But then it should be 50% everywhere :)
This is kinda like how 80% of the people say they're smarter than the median person, or some such statistic
