Oh he can have it next Congress but Ethics regains its jurisdiction and can continue investigating so I mean he could do it in theory but it would be career suicide. Trump gave him a nice off-ramp to let everything die down before he makes his next move if he's dumb enough to throw it away then well he's likely to end up like Santos last year
