Uhh because that isnt how Vald would win and his legacy would be forever tainted if he even launched a single missile. His ego wont allow it he has made it clear his legacy is one of if not the most important things to him and he isn't just going to throw that away.

Just look back at the Cold War the US and Soviets often armed opposing forces and ya know what neither directly ever fought each other because it was assured destruction.
